True, but it costs them upwards of $10k per application, and that's not counting the non-billable time for which the agency is also responsible, plus the relocation package. O-1s are very tough and very expensive to get; it's just a brutal fact that most agencies aren't prepared to take that kind of financial risk on someone without the experience or track record.
Sorry to sound so negative. As a longtime ECD who has had to make similar decisions in the past, I would personally not even consider an O-1 for anyone under CD level.
However, if you're British or French, there is another option. You can apply for an E-2 VISA as an employee of a domestic business operating abroad.
This means that, if you're British, and work for any agency owned by a British holding company such as WPP (Grey, O&M, JWT, etc.), or French and working for Publicis or Havas, then you and get the E-2 quite easily and cheaply through those agencies.
The downside is that if you leave that agency/network, your VISA is instantly void.

@JAD OP A few years ago, it would have been much more possible. Unfortunately, the whole immigration and VISA situation has changed somewhat in recent times. Even H1-Bs and L-1s are on the endangered list.
OP you really need lions for an O1. I do a few O1s per year. Also ok are the other 2-3 top international awards. If you have that as a junior I'll hire you.
@OP My husband got an O1 at ACD level so it is possible to get it and not be a CD. He did have the Lions etc though.
My ex was on O1 as ACD and my best friend is an immigration lawyer. It's not about the level but it is about the awards / proof of exceptional talent and contribution and a lot of what that is is explained online on the uscis website. You're not getting O1 without meeting the criteria.
It has to be awards that are internationally recognized and sought after. Cannes and D&AD and One Show are the only ones that fit that category. And you'll need Gold + in more than one of them. I haven't even heard of the Addys and the Clios are OK but they don't carry the weight a Gold Lion or Yellow Pencil does.
@OP for context as part of the application when they ask for awards you have won one of the examples is a Nobel prize. Obviously they don’t expect that for advertising but it needs to be the most prestigious award(s) in your category.
OP, it just means that type of visa is not a right fit for you at this time. You need a different visa category, that's all.

Droga brings over a lot of young creatives on the O1. You'll need a pretty killer book though.
@CD1 Didn't they just have a round of Layoffs?
I don't want to be overly negative, but have to be honest and say it is unlikely you'll be able to score an O-1 at such a junior level. I didn't get mine till I was an ECD with a few years in the role and know seasoned CDs who have been denied them.
@ECD1 I think there are ways to get it done. A solid agency/in-house would have such genius Lawyers.
Damn son. I'm from India but I do work for WPP agency. I know people under CD level who have applied for O1 and still got it.
I disagree with ECD. I'd gladly invest the (it's actually 15k, our lawyers are $$$) in a junior candidate. But even our $$$ lawyers need the lions to get the visa. No joke.
Don't listen to ECD. I got the O1 with 3 experience under my belt. But you need awards. Good ones and lots of them.
I have an O-1. But had to get proof of all my awards, as well as any articles, speaking engagements, etc
