I was in the final stages of an interview with Microsoft two weeks ago, in partner marketing. Then the recruiter told me they were putting the hiring process on hold to assess the need for the role. Well, then we heard about Microsoft layoffs last week. Seems like most were in Xbox and Project Alpha but there’s not a lot of information out there. Should I hold out any hope that I’m going to get this job? Any insights on how much these layoffs have impacted the marketing org and/or new hiring?

Their HR reached out and asked me to fill some questionnaire a couple weeks after I applied. Then ghosted me for more than a week now after I submitted my responses. No idea what to expect with these guys

Take a look at the posting ID #, if it's different then I would apply to the "new" posting for increased visibility. Over the years I've seen several postings from the same manager for what looks to be the same territory/role.
As for timeline, your experience aligns with the 3 times that I applied and didn't get an interview, there was a bit more frequent communication when I was actually in the running. Microsoft is a sought after company to work for, any given role will have multiple highly-qualified applicants, if it doesn't work out this time broaden your contacts list and try again with a solid referral.
Well, you were right. The application just updated to inactive “not selected”. Sad, but at least now I know...
Maybe you got filtered out by an automated system. Put more keywords in your resume and apply again.
