Offer calls are usually made the day or day after a partner has the approval to make them. That said, a partner who has been sitting on an offer call for days because they keep putting it off are encouraged to make them by EOD Friday.

like

Not a partner but for what it's worth when I lateraled I received my offer call at about 6pm on a Friday

like

Do them Thursday. Leave Friday for quick questions with HR and ask for a response (not necessarily acceptance, just a response) on Monday.

like

We make offer calls as soon as we are ready to make an offer.
