Sounds like your company is in a good place financially and planning on growing.
You have to have more managers to manage the additional resources being added to the team and to cover the firm’s risks in allowing you to take on more responsibility and to mentor you so you’re able to.
Describe less responsibilities part? - if you needed staff/support, it could be that you were overloaded and now are seeing a more normalized workload which is good long term but feels like less responsibility short term and when compared to what you’re used to. But would be curious to hear more.
They made same promise to 2 other people, and good news is firm fulfilled their promise to those 2 people above you.

Also, it seems like firm is doing everything to give you better work life balance by giving less responsibilities. You should be happy.

Also of note - how have you been handling the transition? Have you been hostile or competitive with the new staff or managers/ future bosses as work is being redistributed or have you been helping them adjust to their new contexts or to your projects they’re stepping onto?
Your leadership is likely taking notes to assess your maturity level, performance on projects, and willingness to collaborate towards better outcomes for the business to determine if you’re ready for more responsibility.
If you’re driving away new or old talent, or undermining/ setting your new coworkers up to fail to make yourself look good in comparison, that’s bad for business.
Hmm, so if I’m understanding correctly your new manager despite the barriers associated with learning a new firm, new projects, new teams, limited support given everyone seems pretty busy, is getting things done or through that you’ve tried to but not succeeded at in the past despite having been there a while? Sounds like someone you could get to know better, maybe there’s a thing or two to be learned from them and their experience that you may not know you lack.
As far as support - what kind are you offering? Are you taking time to answer questions they’re asking or to meet with them? If not, or if you’re cancelling meetings with them, maybe they’ve stopped asking or reaching out. Don’t know your situation, presenting some perspectives.
Consulting, much like life, is what you make of it. Are there ways for you to demonstrate value - make others’ lives easier - and excel at the mundane tasks?
Many of your peers are right there with you working on glamorized grunt work but making the best of it, learning where they can, finding joy where possible thus making it look easy/ fun.
I can tell all the change is a bit frustrating, but stay with it, see what happens. You never know. These could be colleagues you end up really liking or respecting. Always better to rough it together than at odds.
