It's such a waste of both of our times. Get on a call, it's a digital agency that sells adult diapers and the salary is a 25% pay cut.

You can ask but I've never had anyone reveal this info before at least the initial call.
A good in-house recruiter will ask you what you are looking for based on the role and the responsibilities of the position AND will guide you to make sure you both get to an agreeable number on the FIRST CALL. you shouldn't move forward with interviews unless you know what the job pays. if it's an exploratory interview just to make some connections for future roles, then don't worry about the money yet. Make them LOVE you and you will get what you want once a role opens.
If at any time in the interview process you feel like maybe the job has more responsibility than you initially thought on that screening call with the recruiter and you feel like you should have asked for more money, bring it up with the recruiter ASAP. Have a conversation and don't wait until the offer phase to say "Oh I thought about it and now I want 20k more."

I wish - save us both time bc I care about agency reputation. But they won’t disclose bc then there’s a chance you would go apply directly and they’d lose the commission
You certainly can and though it rarely happens, I was lucky more than a few times recently. Hoping recruiters will start disclosing at least salary upfront as a standard practice. It just saves everyone a lot of time.
