OP - don't know who you spoke to, but EY definitely has this. You get a notification informing you with instructions on what to do. We have a team that supports this.

If you are in a long term project, 12 months.... you should take 1 month off from the client. No travel or charging time to said client. Or you can work 2 months remote from client and charge to said client. During the one month break you are free to work on other clients.

Tax holiday? If you are talking about working out of state to long there's suppose to be a notification you get
I think if you charge time for more than 1 year on a travel assignment, your expenses might be considered taxable, which is why you should take the tax break
For example, if you travel to New York for work, after one year it will turn into your new "tax home" and the hotel expenses that ey reimbirsed you for will be taxable. Or at least that's how I understood it, I'm no tax expert though..
OP I know of at least 5 people that were notified not to travel to client site because of working in that state for too long. They said it's normal as they've been on the project for 2 years
