Actually, you can. I've seen it done, but in the context of impending layoffs. CD went to the powers that be and said something like, "If it has to be somebody, let it be me-I've been looking at a career shift anyway". Agency willingly complied and he was given a great sendoff at a planned date.
Caveat: he was still doing good work. If you try this without impending layoffs, or your work is showing that you've already checked out, you might get a different, more negative response.

Yes they call it taking the package. It's like a voluntary layoff.

Of course there is. If there's layoffs coming, they're very likely to accept your offer. If there's not, less likely. If they're doing well financially and don't have enough people as it is, they could choose to squeeze you until you quit or you give them reason to fire you for cause. It's cheaper.
You've just raised your hand and told them you don't want to be there. Think about what that means. Make sure the agency is in a position to want to accept your offer to take the package.
