This makes no sense, verbal approval that leadership would let you go? What does that mean?
If you have want to leave, you can, wether leadership wants it or not. I assume perhaps they don’t want to burn any bridges, but thats about the last thing the client needs to worry about. Consulting firms will still want the revenue and do whatever the client wants.
I won’t bring it up without an offer in hand.
That becomes my issue since they won’t provide an offer without confirmation as they already confirmed directly offering me breaches the solicitation agreement. That’s why they need me to apply through HR I guess

I’ve seen people go from my firm to a client and generally nobody has a problem with it, but I haven’t heard of anyone having to get pre-approval. At the end of the day, the client will have more work to buy and the partner would rather keep up the relationship and keep selling new work than worry about having one of hundreds of people in your role not on the roster anymore. There’s almost certainly more to be gained from a continued relationship between your company and the client than from anyone pursuing a breach of the solicitation clause, especially if you’re working there and the partner can use you to sell more work. I’ve never heard of a consulting firm going after a client for hiring a junior level resource.
I guess if I were you, I’d have a conversation with the hiring manager around this. You want to be considered and you’re interested in a role, but you don’t feel comfortable having a conversation with your leadership until you have an offer in hand. Go through whatever interviews and stuff you need to do in order to have the offer.
If you and the HM are certain that you WILL have a job at the end of it all, you can notify your manager and ask about the process. Many clients absorb consultants in this fashion, but to HM's point it totally depends on what your company and the contract allows.
