Commercial: 90% fall between 5-8%
GPS: 90% fall between 3-6%

I can only speak for commercial. It’s not 90% - the target is 70%.
Unless you have a lot of support at year-end, with someone pounding the table for you, good luck with ever getting the top level bonus % at Deloitte. Having said that, I do think it is easier at the lower levels but your utilization better be in triple digits all the time.
Put your nose up some SM or PPD's butt and hopefully they'll remember you at review time. Never have I worked a place where the effort I put in have so little impact on my salary and bonus. I did the math over a few years and the difference between getting a 1 or 2, meant putting about 20% more time on an annual basis. I would have been better off getting a part time job at Best Buy and working those extra hours as at least I'd be guaranteed making some extra money for all the time I put in. Then I'd see other people with their nose up someone's rectum getting a nice bonus at Deloitte.
So start early and start sniffing someone's rectum. If you've hitched yourself to the right rump, maybe you can ride along too as they rise through the ranks. Or go to public sector where the bar in general is lower. A 3 level performer in commercial would often be a 1 level performer in public sector.

Last year did not pay bonuses
Yes they did
The key words are “up to”.
Which means anything from 0 to whatever number you are quoted. Very few receive the max percentage.
Technically negative bonuses are possible too
Roughly 10-15% get the top bonus. Roughly 15-20% get 80% of the top. 66% get 50% of the top. The rest get 0 and/or laid off.
Top 10% of people will get the max at each level 50% will get 1/3 of max.
I just got an offer at the sc level with 24% bonus does that mean i should also expect around 8 %
Yes, they can literally say “up to 100% bonus” but you’ll only ever get peanuts 🥜
I got 13% as a C 2 years ago. You have to be a top performer so not likely but def possible with the right story at year end.
I'm pretty sure I got over 13% as a first year consultant (2016), but it was close to that
Sharing my bonus % back when I was at Deloitte:
C2: 6%
C3: 11%
SC1: 15%
Overall average to occasionally above average ratings
I spent a few years at Deloitte GPS and only knew of 2 people while I was there who got full bonuses. One was a M2 who absolutely crushed it on FIs and got a $5M sale in there, too. The other was a downleveled EH who came in as a C and was easily operating at a M level.
I got 15k as a c1 -> C2 and my base was 107k. So that translates to a 13% so I have got this before. Again as stated I was a top performer, but if I can do it so can you! It does drop of steeply though - from what I remember from the salary sheet the bonuses were 15k, 9k, 6k so it drops off steeply. 15 and 9 were given to maybe 30% of people so majority got 6.
