Do you mean decline and reapply in a year? Or decline and reapply in a week? If you were asking about the latter it's not going to do you any good. They aren't going to waste their time re-interviewing you for a position you just interviewed for
3 months
Or apply to different department
Not an expert, but doubt that will do much. They are going to want enough time to pass for you to gain experience and improve to what they believe to be a consultant level. You could just ask them. Say that you'd like to come in at consultant level and ask how long they'd want to see you go back and gain more experience for before reapplying.
