No, but it does have 'incentive comp' - KPIs etc.
Sales S&O here. OTE implies a sales plan. A sales plan means there are targets involved. Most sales plans carry quota but there’s a smaller fraction that are MBOs. MBOs do not necessarily carry quota, though they can, and are based on sales leaders design of what KPIs/metrics that they believe are important for the role.
Tl;dr - odds are OTE implies quota carrying but not necessarily
