I keep starting huge projects or hobbies and being intensely into it for about 10 days/2 weeks, after which I forget about it and the project just lays around my house for months until I get interested in it again or I toss it out/donate it. It was fine when I was living alone but my partner is seriously frustrated with how messy the house gets and how much I spend on supplies for these things. I’ll be working in a city neighboring a nearby state where my SO has to perform an essential in-person job. Since I’m not licensed in the state where my SO is working, I’d like to keep my current job where I am licensed but work from the office Monday through Wednesday, drive to the neighboring state Wednesday night and work remote at my SO’s place Thursday-Friday. I have started working from jul2019 and I have filed my tax return for 2020 and 2021 tax years.


However I note that there was withholding of some amount in 2017-2018 and 2019 tax years ( withholding from comission received from insurance commission from lic and United india)

I have not filed 2017, 2018, 2019 return as my total income was less than threshold

Is it possible to file return for 2017 , 2018, 2019( all r in refund) now without paying any penalty?
