I think "will the leadership ever want to try?" is the better question. Doesn't particularly matter what low level employees think so long as execs believe there's net benefit in policies like stack ranking.
What type of cultural change are you looking for? Amazon culture is intentionally deeply ingrained, but I get the sense that you are referring to perceived negative aspects of the work culture.
A commenter mentioned stack ranking, which is common in many companies, but explicitly is not done in Amazon. Regardless, it can be hard to stand out for many employees, and some will have frustrations similar to the results of stack rank situations.
