What are you looking for from a job? I think you have to let us know the answer to that before we make a recommendation. Consulting can be a good gig but it’s not what people think it is most of the time.
It sounds like you have a bargaining chip. Have you brought this offer to your boss’s attention? It might focus her attention. 
Agreed. Be prepared to quit if you want to leverage the offer. But I think you should take the new job.
I don't think those are great ways to think about the decision. Do you like the actual role you do now and if you got promoted within a year would you be genuinely happy? Seems like the only reason you'd be taking the consulting job is because you're feeling frustrated and want more pay. I don't know that it would be putting you forward in your career at all if you aren't interested in consulting.
If you want to leave it up to chance, use the job offer as a bargaining chip at your current company and see what happens.
If you're making the decision out to be culture vs money, I don't think anyone can decide which one you ought to value more. That's super individualized.
