I recently joined TCS but I was moved into very different project which was told during hiring. Also they told me for joining incentive but later after 65 days of joining they didn't give saying your business aproval got rejected. I really want to be with TCS but due to project dissatisfaction, I am looking for different job. I am not sure if I can leave the organisation soo soon(4 months) and it should not effect my carrier.

Talk to ur manager, u should charge some hours to for the wait time. There is an opportunity cost for waiting for the firm.
is your year to date utilization bad or just month to date? one bad month shouldn’t throw off an entire year of good figures

As long as you communicate with someone regarding your lack of work, I wouldn’t worry about getting canned. Low utilization due to circumstance shouldn’t and probably isn’t a reason to let someone go, especially at a larger firm

In my experience - utilization doesn’t really matter, and if it does (you have a reputation problem and actively are being avoided by people staffing projects), it’s a trailing indicator. If you’re low because of dead deals, or helping with internal initiatives, doesn’t matter
If you are at KPMG then it matters. I was told this year they rate you based on utilization so doesn’t matter how good your work quality is.

It shouldn’t be but in reality it is your problem for bonuses and layoff decisions
