Being proactive, staying on top of the internal job boards, keeping your resume/portfolio updated constantly (regardless of if you’re job searching), tracking your achievements, and being your own advocate.
I was in a similar spot where I had clearly reached my ceiling in my current role and there wasn’t gonna be a path up for a while. Instead I looked for other internal opportunities so I didn’t hinder my path forward.
At the end of the day it’s business and there’s not much harm in looking for an internal promo on a different team. If your boss/manager is an advocate, they will understand why you made the decision. They’d rather keep you in the company than lose you entirely, especially if you’re a vital talent. Which I’m sure you are since you’re thinking about your future like this.

Advocating for yourself or leaving has been my experience. Keep records of all the positive notes you get especially better if you have in email to show receipts . Of course this only helps if you have a manager who champions you and if there is possibility for a higher title. I pushed so hard and forwarded any recognition received to my manager and when I was asked to take on more work, I flat out said hey im more than happy to step up and fill gaps but I’m being positioned as a more senior role but my pay and title do not reflect that reality . Thankfully my manager is amazing and got me my promo but sometimes leaving is the better option. Wishing you luck!!

Unfortunately the answer is always to move to another agency. Or go in house if you’re lucky.
I had the luck of being laid off for a job I quiet-quit for about a year. Then I saw the NY Dept of Labor offered to pay unemployment while doing their Self-Employment Assistance Program (SEAP). So that’s what I’m doing next since big corporations have let me down lately. Waiting to see if they’ll accept my application first 🤞
