I have seen the same wall and challenge. I think it is an industry norm or a cultual bias. Preference is give to people who grow up and build their skills and connections in the tech space or who got there early in their career. There are more candidates for limited Manager openings in this market and they can pick and choose. So it is a lot harder, but not impossible, to make the transition. I think it is easier to transition to an industry role or at a botique shop given your background. I am sure you have no problem managing resources, building a team, and running a multi-million dollar engagement. Just much harder to re-position the career and land in this market as an experienced Sr. Manager.

They face a same challenge if they were to come into Consulting. With no and very little consulting experience, they often do not pass HR sceen and will likely come in at a level lower if we they do well in interviews. We face the same battle moving into their space, as expected. Other than technical skills and some ramp-up time, I really do not see why an experienced consultant cannot adopt, handle and excel in a manageent or leadership role. However with 10+ years of consulting experience, you may be over the desired experience level and their budget for a typical Manager in tech space. You can try your luck with bigger techs.
