CD had recently had his first kid and was spending some time working from home (after paternity leave) nothing crazy. It’s a small team and everything was going smoothly even with him working from home here and there
This is why this industry needs a union. Getting another place to report bad behavior (with its own team of lawyers) would reduce fear of retaliation (which is illegal) and bad behavior in general.
Would benefit new parents, victims of harassment, older workers, and many more. Double reporting keeps everyone on their best behavior!

I highly doubt he meant a literal father. From the OP’s quote it seems the CD meant “father figure.” You don’t describe someone spending time with their family as “trying to be a father."

Based on the way OP framed up the story and the context that he is a father, he definitely meant the CD is actually a father. 🤦♀️ HR, absolutely.

As for going to HR, I’ve thought about it day and night. I’ve gone to HR about this GCD before. Some reasons why I can’t... He has been here forever and this agency protects its legacies. Our team is very small, so if he gets in trouble (a talking to) from HR he’ll have a good idea who reported him. Since I need to keep my job (family to provide for) I can’t go to HR. Not yet at least. I’m working my ass off to get to another team at the agency, but for some of the reasons I mentioned above, it has to be done carefully. I have plenty of examples that warrants my trepidation, but don’t want to share too many specifics on here, for fear of being identified.
This is discrimination and anything that would happen to you for reporting it would be considered retaliation. I know that doesn’t do much when you are looking out for your job, but perhaps you can report anonymously? If he was “trying to be a mother” the women’s groups would have his head, this shouldn’t be different. Best of luck
