Yes. I, myself have given out a handful of raises that way. If they pull their weight and then some then come to me as to why they feel their worth more than the other people or person that they are using to justify themselves deserving of it. That being said though most were already going to be getting a tea raise anyhow. Now also most that come asking for a raise in that manner usually are not worth more than the people or person being referenced. But I’ll tell them and show them as to how they can become worth as much or more.
I think this is usually a bad strategy. Companies will pay people depending on a variety of factors, ranging from the prestige of their college to their experience to when they came onboard. For instance, someone starting now, in an employer's market, might be paid less than someone who came in a few years ago. And companies usually don't care what someone else is making, it's more about how productive you are. Making that case, focusing on what you bring to the table, is just a better argument.
Peers, yes, but make sure you are a better performing or at least the same level. Geography is important too. Don’t think you can use this card all the time though, it only gets you to a certain point.
