Get equity refreshes every year. Would it be smarter to cash out $15k-$20k of that to pay debt vs. a HELOC at ~5% given that will still require mthly payments

I am project manager in clinical research industry (CRO). After earning PhD, I gave up my science dream to take a more stable job. I’ve never negotiated a salary before… any tips? The offer is for a boutique consulting firm with 2 YOE. The project work aligns exactly to my current role.

Base: 125k + COLA
Bonus target: 10%
Sign on bonus: 10k

Got a 30% salary bump, via an offer for Senior Consultant S&O from Deloitte. Currently underpaid at EY Advisory. I'm MBA and this year is my promotion year at EY for Manager. What to do? Get demoted and move to D? Or counter at EY? Even if EY matches my salary, and promote me to Manager, I will be an EY Manager with a Deloitte SC salary, and probably won't be able to go to D in the future. What do you think? I have built up a good relationship with my Partner and SMs at EY though.

Qualified Dividends: I’m expecting $650-$750 qualified dividend in 2021. Salary and base about $250 total. Questions: what tax rate will the qualified dividend be taxed at? The 15% or 20%? Also, since it’s technically a long term gain, do I have to pay an state and local on the income? Been reading for a bit and I can’t seem to find a clear answer. Thanks fishies!
