He may be busy, but he's your manager! Helping mentor and guide your career is part of his job responsibility.
Come up with a bulleted agenda (shoot for 15 minutes). It doesn't need to be perfect or too detailed, really just topics you want to hit.
Think about where you are now, where you want to be (could be a 1 year + 5 year plan), and what you think it will take to bridge the gap. Ask your manager if they will work with you to build the experience you need.
Reach out to him. It could be as simple as "hey, when is a good time to meet up and talk about career development?" Don't ask for permission but frame it as "I'd like to discuss my career development and goals, is your calendar up to date and do you have a preferred day this/next week?"
