Take the new designation and jump to another firm if you can. Money matters yes but designation matters too. Use things to your benefit even if things seem against you.
Yes also can use the reason I have used that as a reason for switch saying additional responsibilities piling up on me while I wish to learn more doing more hands on

VPs earning 50 lacs in service companies vs a Level 2 programmer earning 1 cr in product org. Designations are shit. Money is the only currency that matters. Only in India ppl run behind manager post. Lol.
Promoted without hike.... really strange
More responsibilities without hike is a waste, and yes you can decline the offer
Yes I am observing this in many companies.. promoting to lead without any change in position because most of the leads have left the company

I wouldn't accept it since there's no other way I am being compensated to work on additional responsibilities.
You might wanna ask if there's anything in store for you as well eg. An Onsite in future, any other benefit?

So in short they are asking you to do more work in same compensation. Take the decision wisely, money matters a lot.
You're absolutely spot on brother. Reject the promotion, it doesn't worth it. If they are ready to increase pay, don't take less than 30% as promotional hike. Keep in mind you get promotion in minimum 3 maximum can't even imagine years, you deserve 30% hike.
