I once had a client who had been trying to get into the career field he’d trained for for 5 years.
Rewriting his resume to emphasize what experience he did have, including indirectly, did the trick. So did making sure the Skills section was based on the keywords that most commonly appeared in the postings he applied to.
This client had a job offer in hand about 6 weeks after he started applying to jobs with his new resume.

You need to reach out to the company you applied to at least 8-9x, find the department you want to work in, connect with their 2-3 directors of a team, send your resume and follow up follow up follow up. If they say no, ask for advice on where to refer you to. Go on LinkedIn, update your profile for the role you want, then connect with every one you can that’s director level and above and ask for 5 mins of their time. Ask them questions about getting into that space and use their advice. Applying randomly to jobs is a hit or miss. Better to have a face to a name on the resume. You own your career, you are in the driver’s seat. Take advantage of it.
See if you can get an internship in between working hours. Give a little to get a shot.

Network. Go to industry events if you are able, cold apply to companies, and reach out to people in your industry asking if they'd be willing to meet for coffee to discuss the industry.
