Mckinsey has the most prolific capital projects practice so try there. Also all the large engineering firms are investing in their consulting divisions (I.e. aecom)
McKinsey is my top choice. I use Mckinsey’s Capitol Projects publications as a reference constantly for for my own writings. The work and insights that they produce is fantastic. I’m currently searching for a career coach to help with my application. I want to submit the best application possible.
I was in the exact same situation as you. A few years after I got my PE, I left for business school and used that to round out my knowledge of the business side and pivot into Strategy in an industry I was more passionate about. Business schools and management consulting firms love engineers!
Unfortunately, the PE made 0 difference outside of the engineering world. But I still keep mine since I have that CA reciprocity in most states and it’s basically a memento at this point

Have you looked into Capital Projects practices at firms like Deloitte or Kearney?
With your expertise, degrees, and PE I think it'd be easy for you to carve out a place there.
I also suggest LJA, it's a smaller civil engineering firm (1500 people o think) but they're growing rapidly and you have all the things that they want.
I have been looking into Capital Project practices at firms like Deloitte and Kearney. I’m currently redoing my resume and building my story for a career pivot to consulting. Hopefully my background and career experience will help with switching my career path. LJA from a quick search is expanding but I would like to be on the business end of the industry instead of the engineering.
It's never too late to switch. I've switched careers five times, and the most recent one at age 47. The best way to do this is though identifying the companies you'd like to work for, finding people to connect with at those companies, reach out in a respectful manner, have effective informational interview, and leverage that network.
