What a weird feeling.
Well they gave me a rejection explaining where I was not able to deliver the relevant examples in the interview and also, I was very close but the other candidate was much more experienced according to the position. But I’m glad that I got a good closure! Feeling disheartened but need to move on.😮💨
It could mean several things. Based on experience, they scheduled a 15min meeting to offer me the role. You don't have to prepare for any competency based questions.

The recruiter likely wants to obtain feedback about the interview and get a better sense of how you feel about the role. If the interviewer's loved you and think you're perfect... and you don't share the same sentiments, well that could be an issue. It's pretty standard. I'd there are any lingering questions or clarification needed after your interview, this can provide you the opportunity to gain information necessary to determine fit.
It can also just mean admin stuff so when an offer is extended, there aren’t any other surprise details (ie the job is in-person/remote, travel, etc.). I doubt they’d make a decision directly after the final interview. If it’s a day or two after the interview, then, there’s a bigger chance for that.

No. There are no more technical questions at this point. Sometimes the hiring managers will ask questions after the interview that I'm not certain about and promise to circle back with the candidate. (example: after getting off an interview for the spring, hiring manager asked if candidate would be open to joining the team early because hiring manager really wanted candidate to join the firm. I wasn't sure since I hadn't talked about that with candidate since we weren't initially hiring to fill a role right this second).
I call to tell candidates they got the job and to walk them through the offer letter. That probably takes about 8-10 minutes over the phone.
I don't typically call to tell candidates at this point they didn't get the job. I tend to email.
