Will it be a good decision to stay back if HR agreed on retaining the employee by providing same package as that of offer from other company?

I recently joined Capgemini at 13.5 LPA along with 1 lakh as joining bonus. It was a jump from 6.5 and I have 4 YOE with 2 yrs in React JS
Two questions that's been bothering me -

Did I settle for less as I can see people taking even bigger jumps with less experience?

My joining date was 15 September, so am I eligible for upcoming appraisal as the annual review is due by October 14 and I have just joined a project?

Please share your insights as I have looked for advice everywhere else.
