Almost every startup value experience of startup founder, as founder himself has first hand experience of building everything from scratch which is much more valuable than having work experience with other company. You are already at a better position than most of the others. Start applying.
You should reach out to start-ups. They may value your experience. Please share your profile, I'll share with a couple of my connections. Not sure whether it will work out, but worth a try.
Many a companies specifically look for ex founders for PM. Keep looking out , youll find sonething that value your exp.
I would firstly say that frame the experience you had at your startup in a way which shows your skills as a PM. Make sure you talk the language of a PM in your resume and interview.
I was myself a founder right out of college and i know the pain of being where you are at this point really well.
Additional tip would be to take up a course on product school or any of the other such platforms once you have the money. This will make your skills vetted.
Make sure you understand your real market value when you negotiate, since you may be unaware.

I am not sure that being a PM will be the right next step.
It depends a lot on your previous start up and the primary role you played there.
