No response from HR for mails or calls...., Can I expect Offer letter ? or this usually takes time for Wipro to release the offer ?

Do most tech/SaaS companies make prospective employees sign NDAs? I'm interviewing for the first time in awhile and am entering into a final round with a company who wants me to sign an NDA prior to the interview.
