The current climate is especially hard on new engineers, while companies decide (badly IMO, in many cases) what they need to be doing. It will improve, tech isn't going away.
Meanwhile, I suspect your best bet is to broaden your search as far as possible. I'm in the U.S., and landed a role back in the 90s (yes I'm old, lol) by scrounging Craigslist.com for small employers placing job-postings for free. Maybe there's something similar where you are? Also, be brave about jumping in as the only developer for a small business; and learn what you don't already know on-the-fly. Sell yourself as a self-teaching go-getter -- if they're not getting any other applicants, they just might go for it! Best of luck!
It is much better to make mistakes because you’re working outside your comfort zone, than to avoid them altogether. You will be forgiven for mistakes but be doubly rewarded for executing a risky effort successful, especially as an early career professional. If the opportunity is exciting but makes you nervous, go for it!
Not sure about Canada but there are lots in the US. IBM, Booz Allen, and Robert Half are some of the bigger name consulting companies in the US. There are also many smaller ones that operate on a more regional basis.

Had this problem. Laid off in 4th quarter last year and just got a job.
Here's what I found works.
1) keep your LinkedIn, dice, monster, indeed, and zip recruiter profiles up to date. Especially LinkedIn. It serves as your resume.
2) skip random recruiters who call following a script and mutter their name and company. Ask for a job description and then ask for who the employer is. Lie and tell them you have a non compete agreement. Once you have that tell them your already represented there.
3) apply directly for the position. Skip the recruiter and apply direct.
I've reached out to many companies who I was contacted with this time and they all report they are not doing business with recruiting firms now. If you gave your resume to that firm basically it would go off into infinity.
There is nothing wrong with your resume. Believe it. The problem is the greedy people who run the companies.
As someone hiring I can say I'm getting 10-20 resumes many days and 90% of them are basically really bad. They're not relevant, there's no effort to point out why they might be a good fit (especially if the experience doesn't line up), and it's frustrating on this side too. Even though you are green include links to projects you've done, put in a cover letter about the projects that you really enjoyed in university or during your co-ops. Talk about what you want to learn more of thats relevant to the specific job posting . Pray and spray by sending your resume hundreds of times generically without some effort will not work. Help the hiring manager see why you are different than the pile of resumes for every other person graduating. And while you're looking find some ways to keep yourself sharp and engaged.
Also, reach out to hiring managers or department heads or engineering managers on LinkedIn for roles. You'd be surprised who might connect you. It shows some initiative at least and worst case scenario they ignore you. Good luck!
Really sorry to hear about your situation. It's incredibly frustrating to be stuck in such a competitive job market, especially after a layoff. Besides the great advice already given, have you looked into networking groups or tech meetups in your area? Sometimes, getting a referral from someone inside the company can make a big difference. Also, consider reaching out directly to hiring managers or team leads on LinkedIn, expressing your interest in their projects. It can be a more direct way to get noticed. Hang in there and keep pushing; your break is coming!
I’ve also been experiencing the same over here in London in the marketing and digital space. I have never experienced this level of rejection in my whole career and I have a strong CV. I’m even getting rejected from roles I’m over qualified for. Hopefully the job market shifts soon and stabilises good luck to all those in similar positions.

Changing three times isn’t enough. Resume should be customized to each application. Using their keywords and phrasing.
Get some additional skills in your skill stack. What skills do you have other than development focused? Join Toastmasters in a chapter near the companies you want to join. Consider skill certain in related fields. Pick up some Google career certs to keep you busy.
Hmmm, you've changed your CV just 3 times. It's not about changing the CV, it's about your passions and how your express them. When you finally get the job, do you live upto those passions?
Most companies use tracking systems to automate resume sorting. so check your resume format. ATS on job boards discard resumes if they can't be read. For example, if you use a word doc template to layout the design of the resume. Those get missed by a lot of the tracking systems.

I am seeing this in all industries where the senior staff are let go and the Juniors are supposed to take the brunt. You don't mention your age, but if you're in your late 40's or 50's I wish you luck.

Although it may be a humbling experience, have you considered part time work somewhere to make ends meet while the market recovers? I've had to do that in the past until things opened up. Good luck!
What you focus on grows stronger. IF you think that you are defeated then you already lost. Be VICTORIOUS and don't give up! Looking for a job is a game of numbers. The more you apply the odds increase. Try contract to hire, remote work, and be relentless. WORK at getting work!
There was one point where I sent out hundreds of resume for about 6 months with no result. I ended up working for Amazon at there warehouse which happened to be 10 min from my house. Pay was a small fraction of what I normally make, but I did what I had to do having a newborn. During the 3 months of working at there warehouse I continued to send out hundreds of resume and got a consulting job 50 miles from my house (minimum 1.5 hr drive to the consulting gig) It ultimately led me to get hired full time at that bank, and 2 yrs later I jumped shipped to a private bank with over 35% pay raise. Moral of my story is just keep being persistent and do what u have to do to survive, stay positive, continue to inundate the market with ur resume. Best of luck!!
My favorite is when you apply to jobs and you know you are more than qualified, but they instantly decline your resume and don’t even reach out for a discussion. I don’t even list salary requirements. 100’s of jobs are doing this on indeed.
