Deloitte told me that they will match only fixed pay of EY but they won't change any designation

I have received an offer as SD1 at Amazon Gurgaon. I have 1 yr and 6 months of experience. I did my BTech in computer science from 2016-20. I had some active backlogs as well. Due to covid, many exams were not conducted and as for the ones that did happen, the results are taking forever to come. Right now I have one backlog and the result is yet to be announced. As an experienced, SHRM certified HRBP , I would just like some feedback on your opinion of the differences in the roles between an HRBP an HR Manager besides the obvious that the manager should have direct reports.
