It’s not frowned upon when it’s done right. Recruiters expect some level of job talk at networking events. What turns them off is a hard ask with no context. A quick intro, genuine conversation, and then asking how to stay in touch or learn about roles comes across much better and actually leaves a strong impression.

Yes! Why would that work? Sadly you need to prove yourself first before diving in, like anything in life :)
I’m not an expert on networking events, but my impression is that companies are usually looking for customers rather than talent at those gatherings. I’ve never heard of anyone getting a role simply because they attended a networking event, perhaps it’s different if you’re a speaker, but even then it seems more about finding customers than being hired.
