It only matters to the extent where utilization is an indicator of work performance. For example, if you learn well and do good work, people will want to work with you and that keeps you utilized. Utilization is more important when you are an outlier. For example, being at 40-60% utilized when others are in 80-100% utilized.
Build your brand, other than that automatic promotion.
For your salary, maybe. For your promotion, means nothing
Slightly lower utilization but higher quality is better than meeting the goal and stumbling across quality
Who cares? I've worked over 45 hours a week maybe five weeks this busy season. It's not like I'm in this for the long haul.

At almost any level utilization won’t really factor into your promotion / comp numbers. Show up, give 100%, make sure you’re focused on building strong relationships with your groups leadership and you’ll be fine. Outlier poor utilization, if an issue, is a trailing indicator that you’ve been getting bad reviews and people don’t want to staff you on their jobs
Depends on your utilization relative to others in your group.
