My salary just got frozen @ 55.5k (SALT Tax, 1 year of experience). Should I start interviewing for other jobs? Worth it to stay 1 more year and “maybe” make senior? (PwC is 3 yrs to senior standard, 2 yr is early)

Specialist roles aside, such as digital, when you see someone describing themselves as a “generalist marketer” is this a resume you’d pass on? For context, I don’t think they misled me. The job changed 3 weeks after I got hired, and got stuck in a role that’s just not a good fit. Gave it 6 months of honest effort and I’m ready to start job hunting.
I saw this recruiter make a post on LinkedIn, and I liked working with them the first time, and I want to reach out. But I don’t know what they’ll think.

Have an offer from a dream company but I'll need to go in at a lower level. Knowing that I can bring a lot of value to the company (read- I know my worth), I negotiated with the hiring manager to have a level/comp review 6 months after employment. If I hit all my goals (ie, prove myself) within that time frame, I'll get a promotion and salary adjustment.
QUESTIONS:
Should this be in writing in the offer letter?
How detailed should it be? I assume I won't know what goals to set till I start...
