I told my manager that I was gonna look at internal opportunities and she didn’t care, ultimately promoted myself by taking action. Definitely do it, move yourself up if there’s no defined promotion path on your current team.

In my company when applying for an internal position when submitting your application you must check a box saying you've discussed with your current manager.
In every internal promotion I have been granted (both in current and past companies), during the interview process my current boss meets with the interviewing manager
Yes. That would be better. Talking to your manager first would help you decide and determine the options.
It is always better to have your manager behind you when you are looking to move internally. It makes the whole process much smoother.
You can have informal conversations without them being aware, but it’s not a good look for them to be out of the loop.
if you are in the position to talk it out with your manager, do so. he/she can give you some needed insight on what you want to achieve. good luck and hope this helps!
