OP - I would say you are naive. You are only thinking about the analytical work and not seeing the politics / optics of why Tier 1 firms get hired.

Consulting corrupts even the most innocent.
There is a million reasons to hire consultants OP has experienced a few and drawn a conclusion from that.
I think you are missing the CYA portion of consulting. As a CEO/board if I take recommendation from my employee then it's our fault. If we hire and get recommendation from consultants and it doesn't work out than we were lied to by the consultants and it's their fault

4 years. I’m just going off what I’ve seen. The fees we charge clients are becoming increasingly more difficult to justify.
Tech’s already addressed this to a significant extent
Amazon will use their own corp dev group but there are times I would have just preferred to spend 200k on a deck from a competitive intelligence firm, because my teams time would have been better spent planning the integration.
In all though, we don’t need strategy or tech consultants because our in house talent is generally better and more capable for the reasons listed above.
I have wondered why my clients pay for consulting services as well when there are plenty of people who are capable of doing the same job as full time employees. We usually cost much more than a FTE, where is the benefit? Just hire the talent and save money.

If your business is undergoing a major transformation it doesn’t make sense to hire FTE to help with that on a short term basis

OK. I'm on the other side and it's still the easiest way to get a board off your back. I doubt that's going to change as MBB will still dominate the csuite and board room.
