Does the nature of the role change much beyond switching accounts/team?
Did it grow your responsibilities or add burden your leisure time? (Further burden, naturally.)
I think if the answer is leaning towards no for both of those questions, consider it a nice gesture. If it leans towards yes, consider why you are trying to fight the small raise—Should it be bigger? Do you need something else to adequately produce results for your firm? Things to think about, hope this helps

Typically I get 3% raise every couple years. I got promoted and got 5% this year

One reason this raise was lower could be because you were at the top of the salary range for snr. analyst.
Yes, this is correct. You will see a much greater raise hopping between companies, and most are penalized for loyalty on longevity (yes, some exceptions exist but they’re the exception, not the norm). Really smart POV here in why you’re staying, OP. Keep weighing all the options to make sure you’re getting what you need and you’ll feel a shift if or when it’s right from a professional or personal standpoint to make a move.
This happened to me. I ended up taking a demotion to Senior Analyst less than a year later because I was not put in a place to succeed as a manager. I was not developed at all and was not trained in any languages/tools (SQL, Tableau, Database Infrastructure, etc) needed to be successful as an Analytics Manager. I would just make sure you are not in that same position as I was. You will be stuck at your agency if so and will also not be able to move up from Manager.
Good for you that you were able to see the value in getting more time at the snr analyst level. Hopefully now you’re nailing it as a manager.
