They probably put you on the back burner because of your delayed start date. They were looking to see if they can fill in the positron sooner. Good sign that they are contacting. Probably will ask if you're still interested.

Good sign is you're still being considered. Bad sign is that they probably had others in mind and fell though or simply didn't get the ideal candidate.

For the record, EY always seems to take forever to process interviews and make an offer. I had to follow up numerous times even after I received the verbal offer. Part of it is because the administrative side of things is handled by an offshore team. I wouldn’t be concerned regardless of the reason for the delay.
EY1. Same. If you're open to start asap and passed interviews, they only need few days to approve the offer.
While the 3-4 week delay is frustrating, you should know that this seems to be a bit of the norm at times these days. Keep in mind there was a holiday week as well which pushed everything back. People are hard to get a hold of and have either entered vacation mode early or never came back from vacation mode. Either ways, I wouldn’t say you weren’t their first choice.
I know there’s horror stories everywhere, but sometimes people genuinely just slip through the cracks. Sometimes the HR person is on PTO and sometimes the decision makers are on PTO. It just happens. I know an intern that “got lost” and didn’t get a full time gig.
I also waited a month to hear back. But partner eventually called me and told they would extend an offer.
After 10/15 should be fine also. They aren’t hiring for the short haul. They need people for the long game.
