Your promotion should not be contingent upon the account staff plan nor the agency hierarchy. They wouldn’t want you to compare your career path and readiness to others, and they shouldn’t do that either.
HR does not have a role in promotions other than enacting what the managers say. So it’s a bullshit answer.

Yes! I waited way to long for my senior role because I basically waited for another senior to quit and I still feel that it slowed my career. Plus you’ll get more money jumping ship. The only caveat would be is if you have an amazing boss that you are learning a lot from or your client does awesome work.
Yep! Get out, find someone that will give you that role, and appreciate the work you can do. You can always come back to your agency and if they really want to keep you they’ll counter offer. But go get what you’re worth.
