I have friend in Accenture who came to the US on H1B 5-6 years ago. Their GC was filed in EB2 and recently after their promotion it was ported to EB1C. I always thought the international manager criteria needed 1 year in the preceding 3 years in a foreign country but in this case i know for a fact thats not true. Is there a loophole here or am I missing something?

Did it happen with someone in the last quarter that although you got nominated by L1 for band progression but the promotion did not happen?
