Hire a marketing firm? Should be plenty out there that are geared to attorneys. You can probably interview 4 or 5 to pick the one that works best for you.

I worked for a ssdi/ssi firm as a paralegal like 7 years ago. That firm used a lead generator that advertised on behalf of the firm. The firm then hired a person to call the leads and sort out the good cases from the bad ones.

Paid lead generation is the quickest way to get the phone to ring. But beware that some marketing companies are better than others. Even with the good ones, it’s very much a “pay to play” kind of thing. I’d estimate a minimum budget of $1,500/month.
As for more general and long term advice, I’m a fan of Ben Glass’ greatlegalmarketing.com programs. Currently he’s offering the first 2 months free, as long as you pay $20 for shipping printed copies of the materials. (You’ll receive a “shock-and-awe box” by Priority Mail, filled with plenty of freebies in addition to the course materials.)
Don’t forget to approach the disability charities. Their service users do ask them for recommendations and you’d be amazed how grateful they are to be able to suggest the names of good advisers.
