I’m currently in this situation. I’ve been acting as an ACD for over a year, paid mid-level copywriter, Under AD partners- yes more than 1. I’ve been raising the issue with my boss for 10 months and when a trusted AD buddy got promoted he told me to talk to HR. HR talked to my boss and all the sudden the wheels are greased (I should mention I’m a women and work w primarily males less exp than me). I’ve had to sell my worth HARD. Lots of data, market rates, salary and titles I’ve held in the past, more admin than...just ugh. But now we are talking promotion and increase for this month. SHOW your value, the differences in your roles, etc. a mid-level copywriter doesn’t manage and mentor other writers, I’ve proven I do this. I’m sure you can provide the same insights. Good luck! 🍀
You are not the only one. I found out, I have been getting paid the same as a designer and my copy writer partner use to get a lot more than I did and I was pulling the weight. This app and peoples honest advice helped a lot.
Sorry OP, it sounds like your agency took advantage of your naivety, and hired you way too low. Or it could have been an honest mistake. I’ve hired O1s and only realized after it was too late that I’m underpaying them for their abilities.
Unfortunately it’s going to be very hard for your agency to fix this. Once you’re in you are now reliant on “raise” budgets. If you’re an O1 you have options (other agencies) but if you are L1 you’re options are more limited.

How long have you been a CD? If it is more than a year your best option to get more money is to find a CD role some where else. Most likely he will give you a little raise. You should get double the AD salary.
get yourself a counter offer. but only do this if you are willing to jump ship for more $. sometimes it doesn't always work out. really consider the pros and cons of your current role, and if you feel strongly about it then go for it. 😊
additionally, arm yourself with why you deserve the pay raise when you present them the competitor's offer. you need to show results for $, especially at your level.
EVERY agency intentionally underpays their foreign visa creatives. That’s how they get super-talented creatives for cheap. What would be a ton of money back in their home countries is insultingly low in the USA, but the sponsorship rules won’t allow the foreign creatives to quit. It happens a lot with Brazilian creatives.
