As for techniques for negotiating what it ultimately comes down to is leverage. If you're close with the person who makes your promotion decisions you can leverage that to your advantage. That said, they can also leverage the fact that they can just replace you with another body. If you're irreplaceable (not likely) you can leverage that. If you have another offer on the table you can leverage that (assuming they feel it's worth keeping you).
You tend to be in a better position when you're interviewing with a new job. This is because they've already decided they want you and it's only a matter of how much. They need you, you don't need them. Different story with your current company which is why people often just switch to get pay raises since your current job may not care.
