Yes, this is probably the case. Too much time on their hands and/or a mental problem. This has happened to me as well and it isn’t pretty
I don’t think it’s an issue for HR. More of a discussion with your manager, or failing that, his/her manager.
Can you get Slack on your phone and just respond there?
I like to give people the benefit of the doubt but he sounds psychotic. A good manager should be super galvanized to give juniors time off. Nothing builds a rapport like answering requests
Maybe consider documenting the behavior in the event that down the road you need to build a case to HR if it turns from nonsensical to abusive

OP, does your firm require your manager to approve time off? If not, next time just communicate it to your manager and the team, put it on the calendar, set up OOO, etc. and take the time off.

Micromanagers have their own personal issues with being overly controlling.
Your best bet is to get off that project ASAP.
Who says no to time off for half a day if your work is done?

Good opportunity to use a “manage up” tactic.
This manager sounds Junior which is ok but he/she is probably reading the recommended book and following some blog that was shared by his leadership team.
The reality is that you could over communicate and challenge them to see things differently. Takes time but they’ll go from micromanaging to managing with trust.
