I think this will just speed up replacement of workers with automation, reduce income tax collections from future H1B workers and reduce prominence of American schools as a destination for top global talent.
Don’t forget that some H1B work can also be done remotely so why not keep the employees while they work in their home country

Contrary opinion-
1. We have been saying we have championed remote working so companies will open offices in India and hire folks there.
2. If needed for workshops, people will come on business visa for maximum 3 months and go back.
This has been standard practice for years so measures already exist to continue the work.
This move will create more tech delivery centers offshore. Not outsourcing, but India offices.
Agree. Offshore delivery centers are already gaining more traction. The recent gb news is a tailwind for such offshoring. However, on the other hand, bills such as HIRE ACT, if passed into law, will also affect these offshore delivery offices & the corresponding savings margin for US companies.
Why does the H1b program allow visas to be granted to workers who eventually are just assigned by a company to another company on a project? Google, Amazon and Meta can be reasonable since they staff visa holders in internal projects, products and innovations. But Tata, Cognizant, EY, Deloitte, PwC, Wipro, Accenture and other 'staffing' firms??? They just staff the visa holders to their end clients and not to work for their internal teams. My take on this type of usage should be banned, or restricted 10x! let's not curtail the benefits provided by visa holders working on real specialized work and innovation!
If this happens (not allowing these 'staffing' firms to use H1b), many of these american companies will be forced to hire more fulltime employees. likewise, they will have more reservation of just laying people of since such specialized skills can be harder to come by, and be forced to train and keep their employees. This can influence the job market towards better conditions and results
What's considered outsourcing? Many big tech companies have HQ in Ireland to benefit from lower tax rates, they employ many people there, is that considered outsourced staff?
I'm not sure about how soon. Given that the US House & Senate are republican, some modified version of this bill can pass.
