You can politely inquire about increasing the salary: “I am currently targeting a range closer to $90-$100K; can anything be done to come closer to this range”?
Also, you could negotiate for a guaranteed review and target increase come next year / next 6 months. Make sure to obtain everything in writing
Remember: all businesses want your labor at the cheapest possible rate and will maneuver to achieve this. It is on you to sell your particular labor at a price you want. Try to identify the value add that you specifically bring to the table that justifies the desired $100K

Definitely worth negotiating. I was told that they “only had budgeted for $X” and it was below what I wanted. Lo and behold they found a way to get me where I wanted. Agree with SR above, the worst they can say is no
Yes - keep negotiating. If they say no then you know their limits. If possible, get some answers on what you need to achieve to get the salary you want.
Also try for flex time or more PTO days
Yes. Absolutely. Or find a place that offers more money. A similar thing happened to me at a very good reputable shop. A second shop topped their offer by 35k. Hard caps are basically made up.
It doesn’t hurt to ask. But be prepared that the cap is real. It happens. No your worth and decide if you are willing to walk away from the offer
Worse case scenario you can negotiate a 3-month review with achievable (and measurable) goals to open up salary talks again?
This is tricky. But you need to gauge what you know so far. Were they EXTREMELY firm on the cap? Did they communicate this well? Etc.
Sometimes, sad to say it does hurt to ask if not it’s not done well. It can sour a situation when they’ve been nothing but honest and clear.
Be honest, feel it out, try to have a very candid convo about it if you think it could be well received

Just curious... are you asking for $100k at mid level?!
I tried this once and they pulled the offer. They told me $100k was the top of their range. They sent the offer and I asked if they could go up to $108. They said no and ghosted me. Bullet dodged.
If they really like you they will find the money. If the agency is strapped they may cap it. I think you can ask for 3 things max. Package it as total cost of ownership. Salary has to be right, healthcare cost is a little higher here (your new firm) and you had a more robust 401k and bonus history. Always ask for more vacay regardless.
If they won’t come up enough I’ve been able to get a signing bonus 3 times to make up the gap for that first year. I would do that over a three month review. That way you have it in hand and will prove your worth. The chance they love you in 3 months enough to give a big raise is slim to none.
