OP I am surprised that role does not pay more honestly It depends on what city the smaller city is outside of but you could live on that. It might just be kind of tight so I would try to negotiate if you can at all.
That's not great, but in a small city in Georgia I suppose you could live on it. But you might have to practice some thrift, i.e, don't have your meals delivered and don't spend extravagantly. Still, make an effort to push that up, you might be able to get a few more grand out of them.
I worked as a Purchasing Agent for 7 years for the Commonwealth of PA. I made about 42k. Most state jobs have better benefits, but the pay is not great. Also government purchasing is far easier than in the private sector. See if you can get more in negotiation, but from my experience, most state jobs do not negotiate at that level.
