I think that's where being bilingual helps to introduce concepts in their native language then in English.
We’re having the same issues. Our level 1 EL population has increased by 81% in the last 2 years. I am in charge of the middle and high school and we’re having trouble figuring out what to do with 17 year olds who haven’t been formally educated since they were 6 or 7. They are illiterate in both languages. We completely revamped our program to accommodate the Hondurans who are coming to work on the dairy farms. It’s quite a challenge when you have kids of all ages at so many levels and only one bilingual teacher.
