Have cleared HCL interview. Initially they offered 23 lpa (via proposed offer letter), but i requested to reconsider it for 25 lpa.
After 5 days, they sent final offer letter of 19 lpa (stating they can offer max 50% as per L4 approval).
Queries:
1. Is this normal or rare case, reducing the offer amount from what quoted initially?
2. Should I accept or negotiate?
I don't have any other offer as of now.

Yea 3 months severance with website time is the standard
Three months is typical, but you can always ask for longer (they may say no). Recruiting cycles can stretch out a little longer these days, especially depending on seniority, practice, etc.
Do they typically provide any resources like coaching? Are you expected to work during this time? What if you have ongoing projects?
My old firm provided outplacement services to attorneys who were laid off as part of the severance package, but I'm not sure if the services provided were actually helpful. Usually attorneys stopped working a few minutes after the layoff conversation, because most of them had not been fully staffed by leadership knowing the conversation was coming.
