I wouldn't read into it. Maybe that is their standard line. I have been on interview panels in the past and we were told not to say anything. The interviews need to be scored, processed and approved before anyone even knows who will be getting a second interview. Wait and see. Hope it is good news. Best of luck to you.
Short answer to your question is "No." That kind of throwaway line is just a way to end the conversation on a professional note. It doesn't give the applicant any false hope. It states a simple fact -- those granted second round interviews will be contacted in a few weeks. It doesn't promise you will be among that number, nor does it indicate you will be contacted if you are not. If you are with the VA, I'm sure you're familiar with the Army saying, "Hurry up and wait."
Don't read too much into it's probably just their standard way of ending a conversation. If anything, i'd say you're pretty likely to get into the second round of interviews since you did not get a 'negative' response from them.
They most likely finish their first round first before deciding on who are the best suited for the second round. I don't think they would say it on the spot without a discussion with the others on the team. So I would say you have as good a chance as anybody else who interviewed.
Not really. You can always follow up with a thank you email and keep the conversation going. Sometimes this types of scenarios are to know how you handle these types of situations.
