What should I reasonably expect from a junior?

I manage a junior developer that's been with the company for about 18 months. I end up providing them of TON of support. I need to give them extremely detailed instructions or they fail. For bugs, I need to point them to a specific function that's causing the bug. For new features, I'm basically writing their method signatures and defining their test cases.

I've tried asking them to do more on their own, but when I do, they fail spectacularly.

How do youbset boundaries with coworkers. I feel like they won't figure out how to do stuff then I figure it out for them.

Just got let go and my manager said part of it was because I was looking for other jobs. I didn't look for other jobs at work, so I'm not sure how they could have known that unless a coworker snitched on me. Is it worth it to try and find out who or should I just leave it? In the past 6mos, they have repeatedly changed directions / goals, pushing out several supportive and productive managers in favor of a single chauvinist overlord who makes HR violations daily and does no actual work. HR denies every complaint made against him and he retaliates to the point of firing people. Very hostile. How do I survive until I find my next gig?
